My guess would be to start with the network that i use to access the website? so i would first setup a secure access point via the router but i am not sure how best to do this?

first of, you need a server accessible on the internet? or an internal one...? (considering now that your talking about home server)

Ok yes it would be a home server, I have a wireless 3g router and a laptop that I can use. I already setup the router and have internet access on it but a) its not running of a dedicated pc and its set with a wep key which I need to change to a wpa2 mayby. I have a problem in that I tried to access it last nite to change the settings but forgot the password which is not a default password. I would also like to see if it is set for a static IP or Dynamic.

In answer to your question, as far as I know I can only access it via my home network, to be honest I am not sure if I can access it via the net. It is a 3g sim router and connects through my mobile network provider.

As if you wish for it to be accessible on the Internet then you need a Dedicated IP.
Anyway now, download XAMPP and run it, easiest "webserver" software
You are able to run Apache2, MySQL, phpMyAdmin and several other services using it in a simple click.
Once ran, they will be able to be accessed on your local network, acting as a server.
